During the turn of the century, mine owners chose to live in Cripple Creek, while the miners and their families set up residence in modest Victor Colorado.

Victor Colorado is determined to renovate while maintaining true to its humble roots. Development will honor the town’s authenticity and Victorian character, amplifying why visitors and residents are attracted to Victor Colorado in the first place.

The City of Victor Colorado has been steadily working toward an economic revitalization since 2010. We’ve set the stage for increased business investment in our Victorian downtown by:

  • Completing infrastructure improvements such as a new water/sewer system, utilities, sidewalks, decorative Victorian street lights and main street enhancements
  • Assuring adequate Internet and cellular phone coverage
  • Engaging in the Teller County Rural Broadband Initiative to secure a fiber connection
  • Undertaking a comprehensive GIS audit of most Victorian structures

The Victor Downtown Historical District is listed on the National Register of Historic Places.

The City of Victor Colorado is an officially designated National Main Street community and adopted its own city-sponsored Main Street program in 2012.

Colorado Main Street is a non-profit organization that assists qualifying local governments and downtown organizations seeking support in restoring and re-energizing their historic downtown and commercial districts. Administered through Colorado’s Department of Local Affairs (DOLA) and funded by the State Historical Fund, Colorado Main Street is an active member of a national support network called Main Street.

Meet the DREAM Team

Victor’s Downtown Revitalization and Economic Acceleration Movement (DREAM) is led by community members dedicated to advancing the City of Gold Mines in four key areas: design, promotion, organization and economic restructuring. Together, Victor Main Street and DREAM organize and implement a variety of local renewal projects that foster the success of Victor Colorado’s downtown Victorian district while maintaining its authenticity.

Becky Frank, Victor Colorado Main Street Program Manager

A native of Victor, Colorado, Becky Frank coordinates the Victor DREAM Commission and Main Street Program. Becky served as an Americorps VISTA volunteer for two years before joining the City of Victor team in 2011.

Debra Downs, Victor Colorado City Administrator

City administrator since 2011, Debra Downs brings a broad knowledge of municipal administration and the ability to assist City Council in leading Victor to a prosperous future. Raised in Victor, Debra was regional manager with the Colorado Department of Local Affairs (DOLA), headquartered in Monte Vista and Alamosa, for over 27 years.
